Dr. Hartini Mohd Nasir is the Deputy Undersecretary at the Strategic Planning Division, Ministry of Rural and Regional Development (KKDW). She has over 20 years of experience in policy development, strategic planning, and financial management and is a member of the Malaysian Institute of Accountants (MIA).
Dr. Hartini began her career in 2001 as an Administrative and Diplomatic Officer at the Ministry of Finance and served as a Board Member of Johor Port Berhad from 2009 to 2014. After pursuing her PhD in Japan, she returned to serve at the Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC) from 2018 to 2020, followed by an assignment with the State Economic Planning Unit, Perak (2020–2022). She later became Secretary of the Climate Change Division (2022–2024) under the Ministry of Natural Resources and Environmental Sustainability (NRES), where she contributed to key national initiatives, including the National Climate Change Policy 2.0, the National Climate Change Bill, and Malaysia’s representation at UNFCCC-COP 28 in Dubai and COP 29 in Azerbaijan.
She holds a PhD in Global Governance from Meiji University, a Master’s degree in International Relations from Waseda University, and a Bachelor’s degree in Accounting from the University of Malaya.
